Transportation and Land-Use Performance Measures

House Bill 3202 requires the Commonwealth Transportation Board to develop quantifiable measures and achievable goals for inclusion in the Statewide Transportation Plan which include but are not limited to:

• Congestion reduction and safety
• Transit and high-occupancy vehicle facility use
• Job-to-housing ratios
• Job and housing access to transit and pedestrian facilities
• Air quality
• Per capita vehicle miles traveled

These goals shall be considered by the Commonwealth Transportation Board in evaluating and selecting transportation improvement projects. 

House Bill 3202 also requires that the Northern Virginia Transportation Authority and the Hampton Roads Transportation Authority develop the same quantifiable measures and achievable goals.  These goals shall be submitted to the Commonwealth Transportation Board for approval and shall be incorporated into the Statewide Transportation Plan.
