Transportation and Land-Use Measures

House Bill 3202 contained several measures intended to improve the coordination between transportation and land-use planning as well as land use reform measures. 

This bill requires that high growth localities establish urban development areas, areas appropriate for high density growth.  The urban development area must incorporate principles of new urbanism and traditional neighborhood development. 

These same high growth localities were granted the authority to impose road impact fees on all new commercial and residential development.

The bill also contains a pilot program that allows certain urban counties to create urban transportation service districts, a town-like area where the county would take over road maintenance from the Virginia Department of Transportation.  Counties that set up urban transportation service districts would also be allowed to impose broad impact fees outside of these areas.

The Commonwealth Transportation Board must develop new transportation and land-use performance measures as part of the Statewide Transportation Plan. In addition, both the Northern Virginia Transportation Authority and the Hampton Roads Transportation Authority must develop similar performance measures for incorporation into the State Transportation Plan.
